You’re right. The DOD actually said this in so many words:
In the rare cases that content is removed -- either deliberately or by mistake -- that is out of the clearly outlined scope of the directive, we instruct the components and they correct the content accordingly.
Ira Hayes, the Navajo Code Talkers, and the Tuskegee Airmen are examples of people who have been celebrated for decades, they are not part of the recent DEI push. But, there are bitter people within the department who remove the references to these examples hust to cause problems.
