They must be dismantled. The corruption is not repairable.

Just look at our top biologist on immunology at CDC! She was brought back after five years with back pay after arrest. She married her boyfriend/CDC guard who was arrested with her. They do not have to testify against each other. The charges were dropped and they divorced. Kimberly Ann Lindsey now oversees the CDC 4 billion dollar disaster preparedness budget. CNN reported on her arrest and FOX reported on her being brought back to work.
