Yes but no more income tax on anyone, and no more IRS! Foreigners can pay taxes in some other way. Income tax is inherently evil
Not on non-citizens. I also took the founding fathers advice on how much is too much:

Citizens do not pay a federal income tax in my proposal, just like our Founders intended.
The essay was well composed and highly pro-American Republic. Excellent! But in my proposal the IRS ceases to exist.

I can agree, however, there will need to be someone collecting the tariffs. Abolish the IRS, and establish an all-new External Revenue Service (ERS) with no police powers, just accountants.
