Are they working at these NGOs? Are they the ones getting this money. Does that seem like a system that lacks corruption? It sounds like corruption to me.”

Judges should know the executive branch CIC has authority over executive branch management - including spending and NOT spending and hiring/firing everyone under his employ. They should also know the judicial branch is not the Commander in Chief.
Knowingly usurping power from other government branches is a pretty serious crime. Treason, potentially, with all that entails.
