This money was going to people that are citizens. The other line of fraud Musk found was to illegal aliens. The third line of fraud has yet to be can openered...that will be found there are citizens completely "outside" the system.
Yeah dead citizens and makes you wonder who was using those accounts
Now what is Chicago going to do? They are losing their dead voter base AND the money going to them! :)
Now that I think about it, I wouldn't be surprised if a lot of this fraud trails back to the mafia.
