All 48 states that signed/sealed are on record. I’m not a legal professional but it was pretty clearly stated. The reason I questioned the document in the first place was because the concern that many who took it at face value would file amended returns back to the first day of their employment. That would put a big fat bullseye on them. Until the IRS is abolished, it would not be pleasant for anyone in that position. Where can I find the contradicting information you are referring to?
