Cut all federal funding, more families will leave. As a long time resident of CA, I don’t think there will be a turn around until corrupt politicians get exposed and arrested.
Unfortunately the DS beasts have been entrenched in California for decades (if not longer). I lived in SFB area decades ago, love the state and the people are great, but the pols and their policies have got to be removed. It's going to be amazing how that place will blossom once the beasts are extricated.

Californians: It appears that not one single state senator has filed an oath of office, so that means the state senate is illegitimate and everything they've done must be voided: https://gwsandiego.net/blog/?p=3259.
