And maybe the people running the show weren't looking at all for the fraud, but making money off of it also?
He might be a tech genius, but he must not have much common sense if he never realized that "non-citizen" doesn't mean "illegal" and that it's talking about people here on green cards, work visas, the spouses and dependents of those people, along with asylum seekers and refugees.

I think he's deliberately trying to make people think "non-citizen" means illegal, and is relying on people to not look into the matter any further and it makes it seem like he's really done something big, when he's done nothing but mislead people.
