If he/she committed any crimes, they should be charged and tried also! Leaving their jobs is one thing, and if they left and earned their pension-they will get it-even if they are incarcerated. So there is that. I am not certain she committed any crimes, her/him's husband on the other hand more than likely did and should be prosecuted to the full extent of the law.
