You state this as if it's fact. I can't say for certain but Q clearance being the designation for Q as the reason the drops are signed off as Q is almost certainly not the reason. Q clearance is specific to the DOE and involves national security matters in regard to nuclear materials and weapon production involving these materials. It's a very need to know and compartmentalized sector. These kind of statements are misleading and demonstrate naive understanding of the clearance and department it resides in.
