I heard today that zero for zero tariffs can sometimes still be worse than the existence of tariffs, due to other mechanisms like subsidies and offshore packaging which can still shift the trade balance.
From what I have read, that's not an issue, because Trump and admin officials are saying, it's not just about the actual real tariffs, but all the other things that create the imbalance as well. In other words, if a country is creating an unfair advantage over the US, then the US tariffs will take that into account. Not just what is called "a tariff" by the other country.
