I'm a little surprised he didn't wait 6 months.
Not a win because it didn't matter how he ruled. He knows his ruling wouldn't have any effect on what El Salvador does or doesn't do. So this way he gets to act like he's a conservative when he has no authority anyway.
Think of it as a buffer if they try this shit again we have a precedent ruling.
