I´m a German living in Hannover, Lower Saxony. The layout of authority letters are set by the respective branch of the state government which does not include different font sizes nor a centered reference put in a frame with grey background.
The only hint to the German language is in the line under the address which could be the beginning of "Mein Zeichen...".
I was TOTALLY WRONG! Here is the original German message. I apologize, but I think it's pretty stupid to convert a photographed original into English with the above mentioned flaw of the different font sizes with the resulting paragraph indents.
The point is that the user took a picture of the legal doc, processed it through Google translate into English, and uploaded it online.
