"Untraceable" seems unlikely unless the government is putting building sized stacks of dollar bills outside unwatched and allowing it to disappear. Those payments most likely went to accounts that can be tracked and prosecuted.

At a bare minimum the employees involved are in trouble. The recipients are too.
