EOs can't do any of that. Just like POTUS can't pardon someone for a state crime - only Federal. He has a bunch of sticks he can use to "persuade" but an EO can't rescind any laws, let alone state laws.
No he doesn't. He needs to pressure CONgress to codify it. An EO only works on the Executive branch. It can be used as a tool to pressure a state to do something by withholding funds for example, but that would be shut down quickly (as we are seeing now) by activist judges. After that it all ends up being slow-walked to SCOTUS eventually, and a restraining order stops the EO while in court.
Honestly what we really need is for Kash to go to CO and arrest the Governor based on the text of the 2A. The 2A makes it a Federal issue as it does say "shall not be infringed". Arrest him, jail him, let the judges fight it out, get differing opinions from multiple circuit courts, and send it to SCOTUS. Any justices who rule against the Constitution - especially with such plain language as 2A - should be impeached immediately.
I'm all for the 10th Amendment, but the Constitution supersedes state laws.
