Presumably a lot of people in his circle who are mostly there because they have connections he needs.

In order to function and do his job he needs to also deal with people who do not think like he does, including people who may be actual enemies but who are perhaps willing to bend to some of his "deals" as long as they get something for themselves.

And connections seem to be something very, very important both to successful politicians and successful businessmen. A complicated and large web of connections so you can always reach somebody who knows somebody who can get you to somebody who can maybe get you what you need right now.
