Yes. California, Colorado, Oregon and Washington are fully captured.
I had the misfortune of living in Seattle for a while and knew many people there who would happily have voted for more taxes... but I'm not sure there are enough smooth brains even there to turn the whole state...
Or if they do pass the government throw it out anyways. Like the protecting natural gas initiative.
