Brilliant point. This is why US is going after cartel finances in order to remove both incentives and the power projection capability of the cartels into the border states. Going after/removing individual judges whose lives are being threatened (most?) does not solve the problem.
Many are coerced, and removing the threats and coercion so they can be flipped and provide evidence as whistleblowers on their handlers and bosses is key in ALL RICO-type prosecutions.
