the gangs are terrorist organizations.
If gangs = terrorists and judges/gov’t officials are PART of the gang, then judges = terrorists. The EO declaring cartels as terrorists implies the term “cartel agent” without being explicit (yet?). With a tiny bit of clarification, that EO could be obviously extended to the Maricopa County (AZ) Republican Party and Santa Clara County (CA) Democratic Party.
