It is well known that the Fed owns vast amounts of land which have minerals. This isn't unknown or surprising. People in this thread have already suggested exploiting or leasing these resources without knowing that these were the same resources the lawyer was talking about.

I've long thought part of the game was to extract anything useful and rare from other countries first as a matter of policy. That way we had plenty if we ever needed them. ie, they're strategic reserve.
