Honestly if the cut the baby's foot for their blood test immediately after birth - and they always do - they have zero issues with clotting risks already, the rest is theatrics. If they had legitimate concerns rather than thin excuses they would wait until after the shot makes them feel better about clotting, or wait 2 weeks.
