The key actors necessarily were involved in a conspiracy in order to coordinate such a fraud. This may elevate it to a RICO case. Corporate officers should be tried for criminal charges and sentenced to prison, maybe for life, considering their product ended or ruined at least thousands of lives. Malpractice IS "doing it on purpose." I was actually looking for the word "malfeasance (deliberate), " which is different from "misfeasance" (negligent). It's a crime against humanity, spelled out in the Nuremberg Code. Depending on severity of the violation, i think death was a condign penalty.
