Don't forget to charge Joe for letting everyone else operate the pen, and then charge the people running the country - Blinken, Powers, Jill, Obama, and the rest of them. Many of them could be charged with Treason as well, for trying to overthrow the government via a coup, and likely succeeding by stealing the 2020 election. Fauci doesn't need Treason or Sedition charges. 18.2 million murder charges should suffice.
