Yeah, it's quite the scam. I saw that angle back in the 80's and it appeared to pivot into getting signatures as well
Saw a USO rep (supposedly) in front of Petsmart in my town last week. Sus as hell.
There have been lots of solicitation of money for legit causes by companies. IE I call up the Police Benevolent Association and offer them a sum of money to solicit for them. Anything over that amount I keep. Look up the IRS rules to get a tax write off that you can pass to donors.
They, being paid, had no choice but to sit there and listen. Since they were being paid and knew each other, I asked questions. They all work out of the same office... Similar to collectors. for other charities, just a small portion goes for the cause. In this case a net loss because they're getting paid, but getting 0 donations...
