It chimes along somewhat with the increasing movement in the UK to challenge the legal basis for Local Authorities to 'demand' Council Tax, by trying to frighten non-payers with official looking and sounding paperwork using certain legalese, capital letters etc that may not actually have standing. Also the timing is interesting now that Trump has come out an announced he wants abolition of income tax as a policy.
