If it's in none compliance, no licensed mechanic would work on any part of the plane. The plane would have to be owned and flown by the military,they are exempt from federal air regulations.
I agree, but I also think that there are planes specifically modified with spray equipment.

Their is no spray equipment on the large commercial aircraft you see overhead every day.
