Nothing to do with HAARP. Or Antarctica. And the ionosphere is hot enough all by itself, thanks to the Sun (but is meaningless to us, because it is mostly vacuum).
You are correct, I can’t tell you exactly what was contained in the 80 boxes of Tesla’s files.
It is not a stretch to think that the government agents stationed outside of his hotel living quarters took some things though.

Nikola Tesla had ideas about harnessing energy from the ionosphere and transmitting it wirelessly around the globe. He envisioned using giant Tesla coils to shoot electricity into the sky, interacting with charged particles in the ionosphere, and then transmitting the power back to Earth without wires.
A diagram showing the focusing power of the HAARP ionospheric heater, which is similar to Tesla's concepts, demonstrates how energy can be focused to a point in the ionosphere. HAARP, however, was designed for experimental purposes, such as heating a portion of the ionosphere to study its effects.
Probably the origins of HAARP and whatever they are doing in Antarctica etc. all around the globe to heat up the ionosphere.

I think some of Tesla‘s ideas were co-opted by DARPA et-al and are in use today by the cabal for nefarious purposes.
If you can't name them, you really don't have a basis for thinking so. Certainly, nothing pertaining to laser weapons.
