DOD will NEVER be correctly and fully audited. Why? Because ALL of the black budget SAPs the Clowns, NSA, and defense contractors get funding for comes from the DOD's budget, either directly, or indirectly thru the federal grant process. The defense contractors also get a lot of their black budget funding thru the extreme over pricing of equipment and repair contracts they hold over DOD's head like a bludgeon.

Asking the government to audit itself, or make all their records available for independent audits is like asking a crack head to quit smoking crack when he's mid rip on the glass dick. It'll never happen.
