With such broad strokes being made I would expect there to be unintentional cuts, which need to be challenges quickly and loudly back to DOGE in order for them to make more granular decisions.
If they didn't do it this way it would be several years before they made any cuts, and this process is simply the fastest way to achieve it.
Of course, that makes it hard on the people it does effect until it's re-instated, but I don't see how else they could realistically achieve the cuts they are making.
