In NY right now there is starting to be an uproar about the state’s elec and gas monopoly that is raising rates again, courtesy of our maniac governor. Blue state governors will blame all their mess on Trump and the Trump administration. Their concern is staying in power not their citizens. I would say, stay focused on who is causing the problems and try to get involved with your local patriot groups and work for change from the bottom up. Trump is working from the top down. Don’t get discouraged, take the wins and help get some more!
I’m sorry to hear your elderly relatives are being impacted. My understanding is the energy assistance program was not cut, but the work of administering it was shifted to another department. I would not rule out some government employees dragging their heels to make things look as bad as possible.
I have a 3,000ish sq ft home and rarely approach $300 in summer w/ air conditional or winter using a heat pump. Propane heat to supplement the heat pump, but that's about $100 every 2-3 months.

I drove there for one funeral, and was risking arrest the whole time I was there simply for carrying my concealed weapon. I went again last September, but I flew that time for my mom's funeral. I do visit my aunt in western MD every once in a while if I'm in the DC area on a business trip, but she lives way up past Frostburg. I just can't bring myself to spend money in MD anymore unless I absolutely have to.
Consider moving to West Virginia to escape communism. I'd say Texas but that is pretty far for seniors, and benefits might be lower. My electric bill this month in a 5br house was $220. It will go up in the mid 300s in the dead of summer, but it's still less than half of that $800 bill.
I live in MD. All electric house. 3 BR, almost 2000 sq ft. Our bill last month was $186. We had cold and hot days so used both heat and air. I think you need to have the furnace checked.

With such broad strokes being made I would expect there to be unintentional cuts, which need to be challenges quickly and loudly back to DOGE in order for them to make more granular decisions.
If they didn't do it this way it would be several years before they made any cuts, and this process is simply the fastest way to achieve it.
