And Congress is only barely more popular than the IRS any given year. Since they started keeping track of approval ratings. Even the ATF is more popular than Congress.
More people would likely be upset about the loss of Congressional Staffers and any damage to the structure itself. Than the loss of the members of Congress themselves.
