Look carefully at this screen-cap. They are literally backed by and escorted by the military, symbolized by the two men behind them who are literally, "the men behind their power" (whole militaries of each nation).

That is a U.S. Marine standing literally and figuratively directly behind C-I-C/President Trump for the WHOLE ceremony.
