Okay some points here:

The Labour Party lost the local elections in a massive way. Both them and the conservatives got hammered by Reform and the LibDems in local councils
Reform picked up at least one MP seat in a safe haven for Labour (Starmer's party) during a by election timed at the same time. I think the previous guy from Labour started a fight or something to force a by election? Not sure what happened there
This is most likely lip service by Labour. Nothing changed to really fix the problem and unless they start a deportation run I doubt it will change either. And that won't happen.
Labour, like the Democrats in America, tend to benefit from immigrant voters, and the Muslim sections of England are Labour heavy followers

Tldr: don't hold onto hope that Kier is anything other than a waste of good air.
