If we go by the article, the parent don't get access to shit through the whole thing, realistically it seems the child only has access to this money for a limited amount of things as well. Can't just take the money out and spend it on booze and drugs when you turn 18.

It seems its a government investment program into future tax payers. I'm not sure I like it at all
