Bearden was never near the laser weapon business. The most powerful laser weapon we had was the YAL-1A airborne laser, but that was scrapped by the Obama administration. "Pumped phase-conjugate mirrors" is mumbo-jumbo.
The "golden dome" is yet to be constructed. We have installations for Ground-Based Interceptors (GBIs), but they are not many and depend on a warning and command-and-control system that is getting long in the tooth.
The "specialized weapons package" was undoubtedly an air-to-air missile, optimized for ballistic target intercept. Possible to do if the range is short. Q is spilling beans he shouldn't, by revealing we have such air patrols over our boomer subs.
How do I know all this? I was in the business, designing the orbital interceptor overlay for the SBI and working on airborne lasers throughout my career.
