A lower-class dwelling in Zambia is at stage 2013. Calling the police is no good. They aren't paid, so they cannot respond promptly (no petrol). Now, mind you, if they ever get their hands on a miscreant, their first order of business is to apply a stout thrashing. They are exasperated at their enforced impotence.
