I went on a few vacations with my family in Mexico in the 1970's and one thing that stuck out to me was that many homes had walls with broken glass at the top. It seems that whenever a country largely lacks a middle class, those who have achieved success have to protect themselves from those who covet it, but of course, blame everyone but themselves for the condition they are in.
