This is a nothingburger. All they did was convert electricity into microwaves at the X-37 and then beam the microwaves to the Earth for collection and conversion back to electricity. This process and its efficiency was thoroughly known in the 1970s and was fundamental to the design of large solar power satellites in those days. They turned out to be too huge and expensive, compared to conventional and nuclear power. It has nothing to do with Nikola Tesla.
