Yes because the Catholic church believes itself to be "The" church of Christ and that it wields supreme authorty over all the earth. (This of course cannot exist beside constitutions or bills of rights...) Don't let any ignorant Catholic lay person lie to you either, this is historical fact and if the public ever allowed it, they would re-take this power overtly. Currently they rely on covert means of global control via myriads of proxies and double-speak, meeting elected leaders at the Vatican, using their "charities" and schools, members embedded within intel agencies, etc.
