With decoding two separate "numbers sets"
(9:15) & (9:59) consistency is important.
Like algebra, What you do to one, you should do to both.
In this case, it's not about flipping everything upside down, but only both *subsets" (hours in this case) of each "number set."
The two "sets" are (9:15) & (9:59).
The "subsets" are (9)&(15) and (9)&(59)
I am only performing the "flipping action" on the "hour subsets"

Sorry it doesn't help; the question was why weren't ALL the sixes flipped to be nines? Leaving one as a six gives at least the appearance of trying to engineer a certain result that couldn't be achieved by being consistent and flipping all the sixes to nines.
Because we are not flipping ALL the numbers.
