ALL tax dollars are grifted! I worked for a Federal agency and it is just part of the culture to not really care how much money is wasted. Annual budgets are always slightly exceeded at the end of each fiscal year so that the next annual funding will be AT LEAST as high as the previous year. There are countless stories of defense projects that are completed (if even completed) over time and over budget.
The details are important. There have been delays and budget overruns on the KC-46 Tanker, but delays are the problem of most jobs. In this case, however, all the budget overruns are eaten by Boeing at no cost to taxpayers. Honest problems are not necessarily caused by bad behavior.
Other programs can have cost savings, so it is not a single color. Contractors are held to fairly high standards of fiscal accountability.
