Heck why does it matter anyways? Only one percent of people even understand the very first amendment. Look at the deposition of Sgt. Joffrion and the City of Waveland Mississippi—he doesn’t even know what law is and he is a LEO. How the hell is a police officer going to understand this law?
It is almost comical to even add any new law if the existing stuff is discarded that would ALREADY take care of this…. Unless the whole goal is to start having LEO’s pin crimes on people and put them to death under the dishonesty they perpetuate daily.
