First, we did something similar to this after Pearl Harbor so we could get our military up to speed technologically as quick as possible. We also did it with entertainers like Ronald Reagan (he served as a Captain while acting in pro military movies) and Glenn Miller (also served as a Captain while detailed with the USO, performing his best Swing hits for troops overseas and at home).
It was commonplace to have upper level execs and PhD level scientists and engineers serving throughout th military in a non-traditional role, like these 4, to help streamline the military-civilian R&D process and to give certain trusted corporations access to TS-SCI programs already in planning or development stages. It's how we were able to crank out thousands of new Naval ships with new technologies like radar, sonar, steam catapults, propulsion, and comms equipment, more powerful tanks and aircraft that had far larger range, performance, and payload capacities than what we had before Dec 7th, which led us to better steel, coal, and metal alloy production, and ultimately led to us achieving nuclear capabilities. Oppenheimer held a role as a non-uniformed Army Colonel.
The 4 tech execs in question hold equivalent roles as part-time U.S. Army Colonels to help streamline the bloated military bureaucracy so we can get our military and civilian sectors aligned with each other and bring this country back to prominence as the leading technological superpower we were for the duration of the Cold War. The fact that CCP China has been allowed to catch up to us and even surpass us in certain fields like power generation, AI, robotics, aeronautics, ship and weapons manufacturing (China holds a 300:1 advantage in ship building over the U.S., meaning for every ship we build, China produces 300 of a similar technological advancement) necessitates that we start a program to bring certain new high-tech companies into the fold like Anduril, Palantir, etc.
During the he Cold War we had well over 100 companies working in conjunction with our military to design and produce the technologies we needed to stay on top. This system is what eventually broke the bank of the USSR and led to its downfall. They couldn't keep up with us in terms of spending and R&D. After the Cold War, the number of companies dropped to about 52, which led to stagnation. In the few years before 9/11, and the few years immediately after 9/11, that number shrank down to 5, now known as The Big 5: Lockheed Martin, Northrop Grumman, General Dynamics, Raytheon, and Boeing. This has led to further stagnation in both the military and civilian sectors, and has allowed other countries to catch up and in some cases suprass us. These 4 technocrats have been tasked with finding other smaller companies that are working on cutting edge, high-tech systems like AI, robotics, weapons, ship and vehicle manufacturing, and energy production capabilities, to get them the grants and contracts needed to bring them into the civilian-government partnership to get us back on top in those areas.
Do I agree with bringing in WEF Young Global Leaders into the fray? Not necessarily. But, remember that Tulsi Gabbard and a few others in Trump's immediate circle are also members of that club, and we acknowledge them as True Patriots, right? Just because someone was invited into WEF doesn't necessarily mean they're an actual member of the Cabal working to destroy us. I don't like it, but sometimes it's necessary to become a member of a questionable organization/partnership so you can effectively network to get your corporation (or nation) the funding and tools necessary to help change the world for the better. Case in point: Trump speaking well about and even helping fund and support Syria's new leader al' Julani, the former ISIS #2 guy under al' Baghdadi and a lead architect of the Benghazi Raid. I don't like this partnership, but I understand that it may be needed to stabilize a region in the near term, while we work behind the scenes to eventually effect real change for the better in the long term.
We need to remain vigilant to help ensure we keep our government and leading corporations accountable, so we don't end up screwed later, but this new development is critical if we're going to maintain our technological superiority in most scetors and regain our technological superiority in the areas we've lost the advantage in, other wise we will be swallowed up by our competitors.
wait until you learn how commissioning for doctors, lawyers, chaplains work

They are subject to UCMJ 24/7. Even higher standards for Field Grade rank...
Have to follow Trump’s orders.
