It's a bit different than that. Q was clear that CIA will be subsumed into NSA because NSA is salvageable but CIA isn't. And that Snowden was a CIA operative who infiltrated NSA to expose the capabilities that were being used to bust the DS, in order to give the DS more room to maneuver.
In other words... they gotcha by the balls! With offers you can't refuse.
That sounds like fun! ...if you are a bad guy.
This is an indicator of a designed future. Their mistake? They should have remained hidden. Their arrogance... that they can do this in the open is their down-fall.
This may seem simple to resolve... we unite. But one more thing. In our vast universe there must be some participating partners off-planet... shouldn't there be? Then consider dimensions... interdimensional participation. Galactic AI?
Yea, this could get complicated in a hurry if all these venues clash at the same time. But there is some hopium in it all.
