Everyone dances around and avoids an obvious truth because it sounds "racist." These are people as a whole, never have and probably never will, be able to govern themselves. That is not to say that there may not be a few exceptions, but as a whole, they simply lack the capacity and others are too afraid to admit it. Therefore, the shit show continues and people suffer.
As a side note, the CCP thought they would step in and fill the void left by the withdrawal of Western nations from Africa and thereby gain access to the resources and key strategic infrastructure through debt trap diplomacy. The CCP are starting to find out that trying to deal with these people only leads to more corruption and huge losses of investment with no end in sight. Many of the BRI infrastructure projects are either broken, unfinished, or never started. Those things don't really matter so much for the CCP since the goal was to get their hands on the resources. But even that has started to evaporate. All it takes is for the tribal infighting and instability to spill over into affecting control over resource acquisition. Some Chinese workers have even been killed due to the fighting over control. African national officials, whoever is in charge at the time, come to summits and meetings with begging bowls in hand. There is no guarantee that a deal signed by one official will still be in control come the next visit. Tribal factions take over and all bets are off. Welcome to Africa.
