Hey uh. Just throwing it out there.

Does the Fed set the rate to whatever it wants, which would have Jerome Powell at fault,

OR

Does it have to secure a base rate from an issuing body, and tack on a certain amount for OE/other costs/profits?

I’ve always kindof assumed it was the former, but some portion of this process is the issuance of US Treasuries.

Was he not able to sell enough T-bonds at low enough rates?
