If it doesn’t cut spending, give Congress more power, and or hamstring the ability of the other branches to function without Congressional approval for whatever it is they’re doing.
I believe he thought repeated small increases in the debt ceiling would give the Republicans leverage. But it actually gives the minority leverage. Passed with $5T increase.
