Partly right... American citizens who are criminals do have certain rights... due process, jury of their peers, no unusual or cruel punishments, etc.
Certain rights also apply with limits to people legally here (e.g. the right to a trial, and due process).
The right to remain or be present in the country is only extended to US Citizens and US Nationals.
However, due process only applies when the government will deprive you of a right (fining you is effectively a seizure of assets, and incarceration is otherwise a violation of one's rights). Since the right to remain does not apply to non-citizens, there is no right to due process before being deported.

This is simply a false statement based on tons of jurisprudence that just isn't going away at this point. Even non-citizens have SOME rights under the constitution.
If foreigners are here upon permission, lawfully, as visitors — as tourists, workers, students, etc. — they can remain as lawful visitors or be deported once all privileges have been revoked.
Trump did revoke most privileges for most foreigners, so, now, for an indefinite time, for the most part, most foreigners may be deported or they may be treated as foreign enemies.
It’s the U.S. constitution. Like an umbrella, if someone runs under my umbrella to stay dry during the rain, it doesn’t make it their umbrella…it keeps them dry until I remove it. It’s mine to do what I wish with. If it’s out away in my home they can’t hide under it. They can’t run over and use the constitution, they can use its benefits, but it’s not theirs to use.
