Yes but I have to think the greatest distraction to drivers is not paint on the road but the visual blight of attention-grabbing billboards and other advertising signs cluttering the roadways. I'm a free speech/free enterprise guy, but there have to be some sort of sensible limits put in place to reduce the nearly 40k road deaths ANNUALLY in the US alone.
Ironically the laws against using phones while driving make the use of phones while driving less safe.
Since everyone knows itโs illegal to hold a phone while driving, they hold it down on their lap which means they are looking down at their lap instead of the road.
Before those laws were enacted, people would hold their phones at eye level so they could dial a phone number or send a text and keep their eyes on the road.
I have 5 friends/relatives that have been in accidents. All have had a phone on their ear at the time. Where your eyes are may be less crucial than what your mind is aware of.
What I have to back this up is, when you are looking for an address while driving, you turn your music down.
There's no shortage of dumbass white drivers these days but yeah the majority of easily avoidable accidents I see are with Drivers of Color who seem to not know the rules of the road at all. Illegals should not be able to get drivers licenses but too many states allow it and then with auto-registration for voting that is how many of the illegals keep ending up on the voter rolls (by design.)
I agree with removing the political statements on state roads. But also to increase safety, remove illegal immigrant drivers and clot shots.

... and phones.
Today when someone in a car is looking down it is a phone. When I was a kid, it was reefer or cocaine.
And the phone is deadlier.
