That's how traffic math works. Adding just a few cars to a busy highway can clog it up but here we're seeing the opposite effect: it doesn't take a massive reduction in the number of cars to get it flowing again.
Also just a few badly behaved cars can stop up traffic. We've been seeing this in Florida with the rash of left lane cloggers.
It's basically to the point where we can't have traffic flow during daylight hours on any freeway with just two lanes each way due to someone not keeping right to pass/impeding traffic. (So we need to widen the turnpike from 2 lanes each way to 4 lanes each way entirely due to this nonsense)
